1. Proposal submission

1.1 Shall I submit my project to one of the ALF National Networks or to ALF directly?
Your project has to be submitted directly to the ALF by the leader of the project which must be a member of the ALF national networks. Please refer to Section 5.2 “How to apply” of the guidelines for the call.

1.2 How can I submit my proposal?
Information related to project proposals application is obtainable from our website http://www.annalindhgrants.org All relevant documents are available under the tab “Guidelines” of this page. Please read carefully the Guidelines for applicants in particular section 5. “Procedures for the submission of the proposals”

1.3 What happens if my proposal does not reach the ALF before the deadline?
Any application received after the deadline will be automatically rejected.
The deadline for receiving the application by ALF is the 20th December 2015 at 16.00 hrs Egypt time (GMT+2) as per the published Corrigendum n 3.

1.4 Can we submit our proposals in Arabic?
No. The proposals should be submitted in English or French languages only. Please refer to section 5.1 in the Guidelines

1.5 Can a single entity submit more than one project proposal? Is it possible to hand in more than one application? We have two projects, in one we are the leader and in the other one we are a partner.
An applicant organisation may submit more than one proposal under the current call as a leader and may be partner in other proposals. However, an applicant (leader) organisation may not be awarded more than one grant in the framework of the call.

1.6 I have already submitted my application but I have realised the deadline for submission has extended and I would like to modify it. How can I proceed?
You should write to ALF as Contracting Authority by stating your willingness to withdraw the application you have already submitted.

2. Eligibility and evaluation

2.1 Will expenses related to the preparation of the project proposal be eligible?
No, any cost related to the preparation of the project proposal is considered ineligible by ALF and may not be included in the project budget. Please refer to the Guidelines section 4.8.1 Eligible direct cost.

2.2 In order to present our proposal, do we need to be a member of one of the National Networks of the Anna Lindh Euro Mediterranean Foundation for the Dialogue between Cultures?
The applicant (Project Leader) must be a member of one of the 42 ALF National Networks, please refer to the Guidelines section 4.1. ‘Eligibility of the project leader’.
If your organisation is not a member of the ALF Network, you can still be a partner.

2.3 I would like to know if the Call for Proposals is open to individual artists’ proposals? Do you offer funding for young researchers to get their degree "Ph.D."?
No, Individual/persons applications, study, training, courses scholarship… etc. are non-eligible. Please refer to the Guidelines section 4.1 and 4.2.

2.4 Can ALF give a preliminary opinion on the eligibility of a project on the basis of a short presentation?
In order to ensure a fair treatment of all applicants, ALF will not give any opinion either on the eligibility, or quality of a proposal.
Answers can only be for clarifying the guidelines or the evaluation process to applicants. Clarifications cannot be given about a given proposal. Applicants are requested to read carefully the objectives of the call and the eligibility for the proposed project.

2.5 Who can apply? From which countries?
The applicant (leader) must be a member of the ALF national network before the 20th of January 2015 in one of the following countries:
Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom, Albania, Bosnia-Herzegovina, Monaco, Montenegro, Mauritania, Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestine, Tunisia and Turkey.
Partners must be registered in one of these countries, but they do not have to be member of the ALF Network.

2.6 What is a project leader?
The project leader (applicant) is the one who is responsible for: the preparation for the project, the submission of the proposal, signature of the contract and the operational and financial management of the project. Please refer to section 4.1 in the Guidelines.

2.7 When a decision will be made on submitted proposals?
Please refer to the timetable in the corrigendum no 2, however, these dates are only indicative and not definitive depending also on the number of applications received.

2.8 I realize that we are not registered as NGO yet. If we apply this week to be part of a national network would be eligible to submit a proposal for this specific call?

Partners must be registered in one of these countries, but they do not have to be member of the ALF Network.

2.9 We are a Swedish foundation which carries out projects in Burkina Faso. I guess this call for proposals is only for projects in the Mediterranean area but please, confirm us if we could participate.
Projects must ONLY take place in one or more of the 42 Euro-Mediterranean Partnership Countries (Albania, Algeria, Austria, Belgium, Bosnia-Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Egypt, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Israel, Italy, Jordan, Latvia, Lebanon, Lithuania, Luxembourg, Malta, Mauritania, Monaco, Montenegro, Morocco, Netherlands, Palestine, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Tunisia, Turkey, United Kingdom).

2.10 What about short-term projects (3 months) that require less funding than the minimum that is stipulated in the call? Is there any opportunity for this kind of projects?
No, the duration of implementation is between a minimum of 6 consecutive months and maximum of 12 consecutive months including the preparation and implementation of all project activities indicated in the work plan and the project description. The requested grant should be within a minimum of EUR 25,000 and maximum of EUR 35,000.

2.11 We would like to invite participants from other countries. Is this generally possible or are only participant of countries eligible where we cooperate with a partner mentioned in the call? And do these countries have to be members in the ALF network?
Projects should involve persons with official residence in one of the Euro-Mediterranean Partnership Countries (Albania, Algeria, Austria, Belgium, Bosnia-Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Egypt, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Israel, Italy, Jordan, Latvia, Lebanon, Lithuania, Luxembourg, Malta, Mauritania, Monaco, Montenegro, Morocco, Netherlands, Palestine, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Tunisia, Turkey, United Kingdom).
Exception for participation of nationals of a member state, residents outside the geographical zone, will have to be agreed with the Anna Lindh Foundation before any cost is engaged. The ALF grant cannot cover expenses for non-nationals of a member state AND who are also not residents in a member state.

2.12 PARTNER: In the 1 +1 formula of participation, both partners must be members to the network of ALF?
The applicant who is submitting the project proposal shall be considered the project LEADER who must be an accepted member of the ALF Network before the 20th of January 2015. The leader must have at least 1 PARTNER from the other shore of the Mediterranean in order to fulfil the 1+1 formula. It is not mandatory that the partner(s) be member(s) in ALF’s National Network(s).
The association of more organisations (more than 1+1) from the 42 member countries of the Euro-Mediterranean Partnership may be considered an asset. Please refer to section 4.6 in the Guidelines.

2.13 What is the 1+1 formula?
Please refer to section 4.6 of the Guidelines of the call.
The involvement of more partners does not affect the formula.
The ALF supports ONLY multilateral projects built upon a 1+1 partnership formula according to the following:

  • at least one organisation from one of the following European countries:
    Albania, Austria, Belgium, Bosnia-Herzegovina, Bulgaria, Cyprus, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Monaco, Montenegro, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, United Kingdom; AND
  • At least one organisation from one of the following Mediterranean partner countries: Algeria, Egypt, Israel, Jordan, Lebanon, Mauritania, Morocco, Palestine, Tunisia, Turkey.

3. Application form and budget

3.1 Do I have to fill in the budget in Euros?
Yes. If the budget is not in Euros, your proposal will be disqualified.

3.2 How detailed must the budget be?
The budget should be presented according to the template (Annex C to the Guidelines) and must be as much detailed as possible. You are not allowed to put lump sums amount (please refer the Guidelines 4.8.). Always breakdown the cost into its elements.
Please refer to the Instructions for how to fill the budget at the first sheet of the budget template.

3.3 What can we include in the general and administrative costs?
Administrative costs include general costs, which are not included in the budget for specific costs and do not correspond to the project budget items, such as office rental costs, electricity, telecommunication costs, consumables, photocopy, bank charges, etc.. Administrative cost can not exceed a maximum of 7% of eligible costs... Please refer to section 4.8.2 in the guidelines.

3.4 How do we have to prove the co-financing?
The evidence of co-financing will be requested by the ALF if the project is awarded a grant.
However, the applicant must declare in the proposed budget whether the co-financing is requested or confirmed at the time of submitting the proposal. The applicant declares that it will cover the contribution from other sources in case these contributions are not available at the start of the project.
Co-financing in a project is necessary for the viability of the project. It is in the interest of the applicant and its partners to have secured co-financing.
If the co-financing is not secured, the applicant and its partners will have to find other sources of funds in case the project is awarded. Problems of co-financing negatively affect the implementation of the project activities and hence hinder the achievement of the project objectives.

3.5 What are units, numbers of units and unit cost? Do I have to use this format?
Yes, this format must be used. As for units, here are examples:
If staff members are not working full time on the project/activity, the percentage of time worked per month must be indicated in the brackets and multiplied by the number of months. The percentage of time worked multiplied by the number of months should be entered in Column C/Number of Units. The monthly gross salary for full time work should be entered in Column D/Unit Cost.
Example: Project Coordinator working 8 months, 40% per month, with a monthly gross salary for full time work of 2,000 EUR: The brackets should read: (8 months, 40 %) Column C/Number of Units should read: 8*40%=3.2 months, Column D/Unit Cost should read: 2,000 EUR, and Column E/Total Cost should read: 3.2*2,000 = 6,400 EUR

3.6 What is the Per Diem?
Per-diem costs (subsistence costs) consist of coverage of costs as accommodation, meals, and transportation to and from airports and sundry expenses. Per-diem costs for participation requiring an overnight stay. Per-diem costs must be duly justified by hotel accommodation and should not exceed the scales approved by the European Commission published on the following link: https://ec.europa.eu/europeaid/funding/about-procurement-contracts/procedures-and-practical-guide-prag/diems_en

3.7 Can costs for participation to other organised seminars, events be included in the budget?
The costs included in the budget must be solely related to the activities listed in the work plan and project description. If the participation to other activities is justified in the project description and work plan, the related costs can be included in the budget.

3.8 Can visibility costs, etc. be included in the budget?
Yes, Visibility costs are under Communication / Visibility Costs part in the budget template (Annex C), p

3.9 Can the project include costs which are provided outside of the 42 countries of the Mediterranean partnership?
Eligible costs must occur in one of the 42 eligible countries Please refer to the section 4.8 in the guidelines.

3.10 Is it eligible to receive funds from the European Commission and apply for funds from the ALF?
No, the balance (ie. The difference between the total cost of the action and the amount requested from Anna Lindh Foundation) must be financed from sources other than the European Union Budget of the European Development Fund.

3.11 What is the difference between “methods” and “activities”?
Methods are referring to the techniques used to achieve the goals and objectives of the project, to ensure effective and efficient implementation of the activities & to reach the expected results.

3.12 What is meant for ‘target group’ and ‘beneficiaries’?
Beneficiaries are those who benefit in whatever way from the implementation of the project. Distinction might be made between:

  • The target groups are the group/entity who will be directly positively affected by the project purpose level.
  • Final beneficiaries: those who benefit from the project in the long term at the level of the society and/or sector at large

3.13 About the minimum and maximum amounts (25,000 – 35,000 Euro) stated in section 3. 1 of the guidelines for the call, is that amount of ALF contribution, or these amounts refer to the total cost of the project?
These amounts refer to ALF financial contribution to the final global budget of the project provided that the amount requested does not exceed 80% and is not less than 25% of the total eligible costs of the project for applicants (please refer to the Guidelines section 3.1).
ALF reserves the right to correct the budget with the awarded applicants. Please find below example for reasons to correct the budget:

  • If miscalculations are found in the proposed budget.
  • If some clarifications are required or more itemization and details of the costs are needed.
  • If the cost of some items are considered overestimated or underestimated.
  • If the budget seems to omit a major cost necessary for the implementation of the project.

The final financial contribution of the ALF to the global project budget will be calculated based on the percentage of contribution agreed in the contract between the ALF and the applicant.
The remaining balance in the project proposed budget must be financed from:

  • The applicant’s own financial resources (compulsory financial contribution);
  • The partners' own financial resources (the financial contribution is not compulsory but strongly encouraged));
  • Sources other than the ALF and European Union Budget.(not compulsory financial contribution).

3.14 Shall we do a budget (Annex_C) for each partner or just one with the whole budget, or both?
One global budget is required for each proposal submitted, including the total estimated cost of the project and including all sources of funds by the leader, the ALF and the partners (please refer to the section “Sources of Funds” included in Annex _C to the guidelines).

3.15 How the consortium of partners has to be constituted and how the funds are distributed to each partner?
It is in the interest of the leader and its partner(s) that projects are developed and implemented in real established partnerships, where the partners already know each other and where all of them contribute to the project planning by sharing tasks and responsibilities for the implementation of the project.
Previous granted projects by the ALF showed, that in several cases, unclear and non-solid partnerships created most of the challenges and difficulties faced in managing and implementing the project, therefore it is suggested that applicant needs to have an active and concrete partnership when submitting the project proposal.
The leader of the project shall submit to ALF the signed and stamped Partnership Statement signed with its partner(s) in line with Annex D to the guidelines. The leader shall include provisions as appropriate in its partnership agreement with them.
The leader alone shall be accountable to ALF for the implementation of the project and the management of the grant. ALF shall transfer the funds to the leader of the project.
Costs incurred by the partner(s) are subject to the same eligibility criteria applicable to the leader.

3.16 Are taxes eligible cost?
Taxes, including VAT are ineligible cost, unless the Beneficiary (or, where applicable, its partners) can show that they cannot reclaim such tax and applicable regulations authorise coverage of taxes.

3.17 If the applicant organisation is a brand new organisation, without any previous revenue, should they refrain from applying? Will it be a disadvantage for them that they have to leave that part of the application blank?
Brand new organisations are ineligible to apply. The applicant organisations must be established before 01.01.2013.

3.18 We will implement video production, and we will call for quotations from different sub-contractors, for example, subtitling of short films or video production, editing.etc. Which budget line do you think would be most appropriate to report these?
Under “Communication/ Visibility Costs” of the budget templet Annext C, you can include all cost elements related to this production.

Yes. Any travel costs within the 42 member states are eligible (refer to the Guidelines 4.8).

3.20 Should we count max amounts for per diems or an estimated value that isn't higher than that directed by EU commission for each state?
Yes as long as it doesn’t exceed the scales approved by the European Commission published on the following link:

3.21 Is a preparation of publication a project itself or is it part of the visibility?
All publication resulting from the project is part of the visibility costs. The preparation for publication might be under the activities if it responds to the criteria of the call, it will be evaluated like the other proposals.

3.22 Are costs for rental of a premise not only for the time of exchange but the whole project duration eligible?
Rental cost will be eligible provided that the premises will be used by the project throughout the project duration.
Rental cost is subject to eligibility criteria explained under article 4.8.1 of the guidelines.

4.1 How could we have more information on the Foundation?
Please consult our Website: www.annalindhfoundation.org to find information on our mission and objectives, background, programmes, events, publications and many other relevant information.

4.2 How do I prepare a proposal? Where can I find more information on how to apply to a Call for Proposals?
The Guidelines uploaded on our Website: http://www.annalindhgrants.org/guidelines should be read carefully as they are the basis for preparing a proposal. Applications must be submitted by filling the online application form, the budget, the work plan and the partner(s) statement(s), Legal Identity File, and Financial Information Form, all annexed to these Guidelines. Applicants should stick to the format of the provided format (s) and fill in the pages in the order of the numbered sections. Applicants must apply in English or French.
The application form should be completed carefully and as clearly as possible so that it can be assessed it properly. Be precise and provide enough detail to ensure the application is clear, particularly as to how the aims of the project, the expected results will be achieved and the way in which it is relevant to the CFP’s objectives.

4.3 Can an applicant inquire about, or ask for advice on the pertinence of its proposal?
No advice or reply of any kind can be given to issues related to the content of the proposal. It would be against the principle of equal treatment that applies to this call.
Queries with reference to the call for Proposals should have been addressed to ALF by completing the contact form available at http://grants.annalindh.org/support (reference corrigendum no. 2). The latter is the only tool to be used to address queries. Query will be inserted in the FAQ.

4.4 How the applicants will be informed about outcomes of CFP?
Applicants (Leaders) will be informed in writing of the ALF's decision concerning their application. A list of the awarded projects will be posted on ALF website.

4.5 Currently I am planning a project to take place in January 2016. It would seem by your guidelines that even if the project fitted all the other criteria, that because it happens in the month of January, that we are unable to apply to the Foundation?
Unfortunately, the project would be ineligible for funding.
The start date of implementation must not be earlier than May 2016.

4.6 Is it necessary for the entire amount to be audited at the end?
Yes, the global budget of the project is subject to audit and not only the part covered by ALF contribution.

4.7 How can I find partners to my project?
You may contact the Head of the National Network in your country. You may also check:

Based on experience of previous proposals awarded by the ALF, it is highly recommended to establish solid partnership with clear division of tasks and responsibilities among the project partners in term of design, preparation, implementation and evaluation in order to avoid changing partners once the contract is signed or to avoid termination of the project.

4.8 Before the 20th of January we applied for the membership of Anna Lindh National Network, but when I checked the website I still couldn’t see the name of my organisation. How can I be sure and see the name of my organisation.
As the Anna Lindh Networks are independent and autonomous, the decision about admission of your membership application will be taken by the concerned Heads of Network to whom your membership application was be sent.
For more information about the status of your membership request (approve or decline), please contact the Head of Network in your country.

4.9 Can we apply for a project to do research and real events on wider, Euro-Med level?
Yes.
It is up to the applicant to choose the approach, the methodology as well as all the elements for a project proposal.

4.10 Where are listed special conditions?
The term “Special Conditions” refer to the standard grant contract which is annexed to the guidelines (please refer to the link for the standard grant contract www.annalindhgrants.org/guidelines)

4.11 Evaluation at the end of the project - is it possible to make it virtual or should partners really meet?
It is possible to do it virtual.
Evaluation of a project as well as monitoring component is as important as all the other steps in a project for both the leader and partner(s) and for the funding sources: it should be considered carefully from the beginning.

4.12 What does it mean to have a sponsor for a certain activity or expense? Is it better or not?
As a sponsor contributes to the budget, it is good. Please indicate if the contribution is in cash or in kind. If it is in kind contribution, then it should be limited to a maximum of 5% of the total direct cost of the Project and must be clearly listed at the project budget as well as the final financial report on the project.
At the end of the project, eligibility of contribution in kind is subject to external audit during the final reporting of the project and shall be based on the conditions listed in article 4. 8. 3 of the guidelines for the call.

4.13 Should all the partners involved sign and stamp the partnership statement?
Yes, the partnership statement is for partners who are concretely involved and part of the project as such with a role in the team, with clear tasks assigned in the implementation of the project, based on the 1+1 formula.

4.14 What is the age range meant for “youth”? Are minors (children, teenagers) part of it?
Youth is commonly understood between 18 and 30 years old. The ALF has raised it to 35 years old because in some countries and in some contexts due to education system, women and minorities are older when they can access to international activities.
The project can also involve young people under 18 years old but the proposal should clearly explain why this specific target group targeted, and explanations of the role of the adults in the project should be given, how many they will be, from where, their backgrounds and how they will work with the children.

4.15 Can children under 12 be the main target group of a project?
Yes. See answer 4.14

4.16 If the planning and the selection of participants have been started already, can we still apply for funding for this project?
The duration of implementation (including the planning and preparation for implementation) must have a time frame between a minimum of 6 month and maximum 12 month. It might not start before 1st May 2016. Moreover, costs incurred before the contract signature are considered ineligible.

1. We have missed the deadline but we are interested. When there will be the second round of Calls?
REPLY: The procedure related to the CFP is still open until 15.12.2015. there is time for submission. A second round of CFP should be launched around the end of the 1st semester 2016, but the thematic lots may be different

2. If a project starts later than the earliest possible date, could the duration still be 12 months?
REPLY: The project for a duration of 12 months should start in May 2016 (according to the Corrigendum 2).

3. I have noticed that in few boxes the maximum amount of characters is lower than what is stated is possible (section partner organisation). Is there a mistake in the AF?
REPLY: It was a problem in the system. Now it should work.

4. Our partner told us the submission deadline was postponed to December. Can you confirm?
REPLY: the deadline has been postponed to 20.12.2015 as indicated in the Corrigendum n.3

5. I would like the confirmation the deadline of the CFP on artistic co-productions is on 15.12.2015

6. I want to have a confirmation about the counting of characters limit – are the spaces counted or not
REPLY: The system is counting as character also the spaces.

7. I did not understand if the project have to start the 1st of March 2016 or from this date when I want
REPLY: As stated in the Corrigendum 2 the project should start in May 2016. As a consequence of the Corrigendum n2, projects of a shorter duration may start in June , July 2016.

8. If a project starts later than the earliest possible date, could the duration still be 12 months?
REPLY. Please see response n.7.

9. A member asked me whether it is possible for them to be involved in two applications: one as lead applicant the other as partner
REPLY: Yes it is possible. Please refer to question n. 1.5 of the FAQ.

10. I am registered in the euromed and I am trying to apply for this call but it couldn’t work because of the username and password.
REPLY: You should create a new username with a new password.

11. Our organisation has already received funding from ALF in grant project. Can we participate as applicant in the new CFP 2015?
REPLY: Yes. They are two different grants.

12. I need the application form. I would like to submit our proposal.
REPLY: Please go to http://annalindhgrants.org/guidelines and refer to section 5.2 of the Guidelines.

13. We have lost our data. Can you help us to recoup them?
REPLY: Regretfully, we are unable to do it. We can suggest to save a word version of your application form to be used as back up.

18. We would like to know whether we are a member of your network and since when
REPLY: You should address the question to your national Head of Network http://www.annalindhfoundation.org/networks.

19. We would like to apply to some competitions and we would like to know whether this grant can be used to pay the fees, travels etc.
REPLY: The activities and costs eligible are indicated under section 4.3 and 4.8.

20. We would like to apply but we would like to know whether we are part of your network.

21. We are a newly association which aims to enhance education, promotion of human rights etc. We would like to know whether it is possible to apply to programme to Support Intercultural Projects.

22. We are registered under xxxxx. Still cannot log in with my username and password. By request for a new password, neither the mail or username is recognised. Please help.

REPLY: The membership as 20.01.2015 is the criteria for being lead applicant. It does not apply for partners.

28. I would like to ask your advice about the ALF 1 + 1 Formula. We are a Spanish organisation with a partner in Algeria which is however registered in Spain. Would such a partnership and project be eligible? Please advise.

29. How can my school become a member of ALF network?

30. About 1+1 formula. Is necessary per each partner to have a corresponding partner in the Southern Mediterranean or it is necessary to have just one of the latest type? Does every partner to be member of ALF network before 20.01.2015?
REPLY: It is not compulsory for the partners to be members of ALF. Point 4.6 explains the 1 + 1 formula. Please also refer to point 2.13.

31. Point 4.7 stated that the communication planned budget should include costs for participating to a regional communication training planned in 2016. How many people should attend?
REPLY: Point 4.7 recommends that at least 10% of the budget be used for communication and visibility, and within this budget there should be an allocation for covering the costs of participating in a communication training course. No further indications can be given by ALF.

32. We are an organisation created in Dubai but registered in the Belgian gazette in 2013. The published documents do not indicate any info about constitutive assembly date. We are ALF Member since 2013. Can we apply?

33. We are an organisation who was member of the ALF but that it was out for a while and we re-entered in June 2015. Please check the issue
REPLY: Lead applicant must be member as 20.01.2015; whereas partners do not have this obligation.

34. We registered our NGO name but incidentally there was a typo. We cannot change it, please help.
REPLY. It is clear to us it is a typographical mistake.

35. The online application does not allow to choose a date in 2017 either for starting or ending an activity.
REPLY: The project should start in 2016 from May. Please refer to Corrigendum 2.

36. We were created in 2012. Please confirm we can apply.
REPLY: It should be considered not only the establishment date but also the date of membership (if lead applicant).

37. Partnership agreement: Is Annex D to be signed, and should partners sign Annex M?
REPLY: Please refer to section 9.2 of the guidelines document here.

38. Communication plan template: I cannot find the template to be uploaded.
REPLY: There is no annex to be uploaded; instead, please fill in the relevant section in the Application Form.

39. We have been trying to create an account to access to the online application but it seems impossible. Could you please help us?
